Summer doesn’t just mean kids out of school and travel plans. It also means construction. Roadwork will be visible throughout Cobb County with a special focus this summer on school and bridge projects.

School Zone Improvements
Cobb County's goal for its 2008 program is to complete as many school projects as possible during the summer break. There are 12 projects scheduled to begin construction and most of these will start immediately after school ends in May. Only five school projects remain to be delivered out of 26 projects in the six-year 2005 SPLOST program.

Project work schedules will be prioritized to get most of the major construction out of the way to minimize impacts on school circulation and access. These projects will not require road detours although minor traffic delays may occur near these construction sites.



Summer Bridge Reconstruction
There are seven bridge reconstruction projects planned to start this year. Six of these projects will require road closures and construction detours. These projects will improve the safety of the bridges and ensure that safety standard requirements are met.

Jail Expansion
The expansion of the Cobb County Adult Detention Center continues to move forward within budget and is scheduled for completion in early 2010. All subcontract packages have been awarded and the excavation for the housing tower and administrative building is complete. Pilings for the foundation are being installed and the first of two tower cranes have been delivered to the site and are in place. Installation of the vertical reinforcing for columns and elevator pit walls continues and installation of the final modular block retaining wall will begin in May.

The Visitor Center parking lot and storm drain is completed and the building permit was issued to the contractor in April. Delivery of the pre-engineered metal building is scheduled for May. Renovations to the kitchen and laundry area began in April and are expected to be completed in early 2009.

When completed, the expansion will add more than 320,000 square feet and 1,152 beds to the facility, bringing its capacity to 3,077 beds.



SPLOST Progress Continues
As of April, 212 transportation projects are underway or completed: of these projects, 99 are in the right-of-way acquisition phase, 45 projects are completed and 85 projects have initiated construction. This includes the following:
  • 13 school zone improvement projects valued at $3.0 M
  • 16 bridge rehabilitation and replacement projects valued at $3.0 M
  • 14 intersection safety and operational improvements valued at $7.8 M
  • 13 thoroughfare and roadway safety improvement projects valued at $23.1 M
  • 189 miles of road resurfacing valued at $24 M
There are currently 30 major projects in design and approximately 50 projects planned to bid. So far this year, DOT has awarded 25 projects totaling more than $9.1 million.



Moving Ahead of Schedule
Cobb DOT is aggressively pursuing project completion of as many projects as possible as part of the 2005 SPLOST program. The following projects will be bid for construction in 2008, with some schedules moved up as much as one year:
  • Windy Hill/Macland Road Connector
  • Old Dallas Road/Poplar Springs Road/Holland Road at Dallas Highway intersection improvements
  • Due West Road improvements from Hamilton Road to Burnt Hickory Road (north of Kennesaw Due West Road)
  • Stilesboro Road intersection improvements from Old Stilesboro Road to Pine Mountain Road, and widening of Stilesboro Road from Barrett Parkway to Kennesaw Due West Road


Progress on Stilesboro Road
The 2005 SPLOST program has added significant improvements to the existing Stilesboro Road corridor. Three different projects have been accelerated to open the roads to traffic as soon as possible:
Phase I: Stilesboro Road Widening from Mars Hill Road to Rosehedge Way
This project widens the existing two- and three-lane sections to a five-lane section (two lanes in each direction with a center two-way left-turn lane). Improvements will considerably enhance the safety and operation of this segment of roadway. Construction began earlier this year and is anticipated to be substantially completed by the end of 2008.

Phase II: Stilesboro Road Intersection Improvements from Old Stilesboro Road to Pine Mountain Road
This project adds left turn lanes throughout the project limits to promote better traffic flow through this very congested section of Stilesboro Road. The project, which includes a signal at the Paul Samuel Road intersection, will bid for construction in May and begin construction in June.

Phase III: Stilesboro Road Widening from Barrett Parkway to Kennesaw Due West Road
This project widens the existing two-lane road to a four-lane divided facility (two lanes in each direction with a raised concrete median). These improvements will significantly alleviate congestion within the project limits. Project will bid for construction in May, with construction planned to begin in June.


Construction Progress Continues
Some major SPLOST Projects continuing under construction include:
  • Humphries Hill at C.H. James Parkway
  • Maxham Road
  • Barrett Parkway at Cobb Place Boulevard
  • North Booth Road/ Wooten Lake Road
  • Austell Road at Roberta Drive/Cochran Drive
When traveling through these sites, please exercise caution and be prepared for delays.



Construction Contracts Awarded
In March and April, the Cobb County Board of Commissioners awarded the following contracts to:
  • Ginarc Construction, Inc. for adding a half mile of sidewalk improvements on Barrett Parkway from George Busbee Parkway to Bells Ferry Road . Construction will fill in gaps in the existing sidewalk along both sides of the road. Upon completion, Barrett Parkway will have sidewalks on both sides from Cobb Parkway to Bells Ferry Road.   • D&H Construction Company, Inc. for intersection improvements on Roswell Road at Old Canton Road. The project consists of widening Old Canton Road to add an additional turn lane from Old Canton Road to Roswell Road. The cost of the project is $235,000. Click here for map

Lipson Drive Ribboncutting
Cobb County officials cut the ribbon for Lipson Drive, the two-lane road that provides improved access to Cobb Hospital, during a ceremony Friday. The $2 million project, which connects the East-West Connector to Mulkey Road at Austell Road, is expected to relieve traffic congestion in the Austell Road corridor. The road was named for former WellStar CEO Dr. Robert Lipson, who died in 2006. His widow, Livvy Lipson, took part in the ribboncutting ceremony.



Projects on the Horizon:
  • Booth Road Bridge over Olley Creek Tributary scheduled to start construction early summer 2008 with expected completion later this year
  • Olive Springs Road Bridge over Nickajack Creek Tributary scheduled to start construction summer 2008 with expected completion later this year
  • West Sandtown Road / Villa Rica Road Roundabout scheduled to start construction summer 2008 with expected completion in the fall
