Update
The Right-of-Way Plans were approved by Cobb County DOT on May 14, 2008. Cobb County DOT's next step is to prepare documentation necessary to proceed with the Right-of-Way Acquisition phase. Initial contacts with impacted property owners are expected to begin in July 2008.
The construction schedule has been expedited by approximately 2 years. Construction will occur in phases and begin in late 2008. Phase I will consist of the area from Callaway Road east to Windy Hill Road/Austell Road. Phase II which may not begin until mid 2009 will consist of the area from Macland Road/Powder Springs Road east to Callaway Road. The proposed road will not be open to traffic until mid to late 2010.

Project Description
A 4-lane limited access roadway will be constructed from Macland Road/Powder Springs Road to Windy Hill Road/Austell Road. The proposed roadway will go under a Callaway Road Bridge that will be constructed as part of this project. The roadway length is approximately 2.0 miles.
As background, traffic currently uses several different routes to get to and from the Macland Road/Powder Springs Road intersection and Windy Hill Road/Austell Road. Some of these include the use of Callaway Road, Milford Church Road and County Services Parkway, as well as some neighborhood streets as a cut-through. During the morning and evening rush hours these roadways become extremely congested. With traffic volumes expected to increase the traffic congestion during peak periods will continue to be a problem.

In order to alleviate this traffic congestion, a limited access east-west connection from Macland Road/Powder Springs Road to Windy Hill Road was proposed by Cobb County. Cobb County allocated funds through the Special Purpose Local Option Sales Tax (SPLOST) for the design, right-of-way acquisition and construction of this proposed roadway.

In late October of 2006 a design consultant was contracted by Cobb County to first investigate options to connect Macland Road/Powder Springs Road to Windy Hill Road and to present these options to the public. The goal of the engineering study was to identify one preferred alignment. This is generally defined as one that will be cost effective, minimize impacts to residential and commercial properties, as well as, minimize impacts to environmentally sensitive areas such as wetlands and floodplains.

A project study map was developed that identified alternative alignments. This was strictly a broad brush corridor map and provided a general location for alignments that were being considered. The alignments were refined and updated from comments received at the 8 neighborhood meetings and 1 Public Information Meeting that were conducted for this project.
Board of Commissioners approved the recommended alternative 2B at their meeting on July 24, 2007 and authorized Cobb County DOT to proceed with development of construction and right of way plans
